I am not Us citizens, but I have a green card, passport Vietnam, social security, student ID and drive permit. Do I need visa go to Japan in 9 days?

The ONLY think that matters is the passport, NOT the place where you live.
Vietnam passport holders must have a visa prior to travel, your country is not on the list of visa exemptions.
