How to get to Shibazakura festival from Fujinomiya then to the Wind Cave after? Then back to Shin Fuji Station?

I hope you know that inside the caves the temperature is around freezing (0C, 32F). If you don't bring some warm clothes, you are not really going to enjoy the place.
