Please I want to ask three questions :

- Is Post Bank have exchange currency ?
- Is their rate good ?
-what is the best place to change JPY to USD currency

Please not I only have bank account in Post Bank

Do you mean exchanging and then sending the money outside of Japan? Japan Post Bank can do that.

The JP Bank rate is a fair rate, and their wiring fees have been low (2,500 yen) up until now. But they will be raising their rate for international wire transfers as of April 1st. I believe the new fee is 4,500 yen.

However, you can get an online account at JP and wire money overseas for a low fee of only 2,000 yen, and that will not change after April 1st . There is a 1,000,000 yen limit per transfer.

If you want to wire money out of Japan, you can also have a look at Transferwise. In my experience it is the cheapest option.

I am going to my country on trip , my country do not exchange JPY ,,

So I ask about change JPY to USD as cash

No commissions, everything included in the exchange rate you see. Some other exchange booths in Narita (from banks) have pretty much the same rate.
