Is ETC or Hokkaido Expressway Pass needed?

I am driving around Furano, Biei and Asahikawa area and then up to Takinoue, Yubetsu and Monbetsu and back to Asahikawa. I couldnt really find the right info i need from http://www.driveplaza.com/ and the JR Rental Car company isnt really helpful, all i got was, they dont have ETC :( Can we also pay petrol in Credit Card?

I drove around Hokkaido for 2 weeks last year, obviously, I did not use toll road, ETC was not needed.

Can we also pay petrol in Credit Card?
I saw many paying with credit cards, possibly Japanese. However, I paid cash.
