When can you reach the true summit?

On the website https://www.japan-guide.com/e/e6901.html , I read "The peak of the peak is reached during the Obon Week in mid August, when climbers literally have to stand in queues at some passages." Does this mean that the only time you can get to the true summit of Mt Fuji is during Obon week?

No
It just means you have to stand in queues to reach the summit because it is so busy in Obon Week.
For best access times/date, read the first paragraph of the page you linked.
