Visiting Tokyo and Kyoto from 28 Dec to 4 Jan

Hi guys,
Trying to decide on visiting Tokyo and Kyoto either 21st-28th Dec and then go skiing or go skiing first and then visit Tokyo and Kyoto from 28th dec-4th Jan. We were wanting to ski first and then travel to Kyoto and then back to Toyko though have read that alot of sight seeing and restaurants close down from 28th dec onwards.

Some shops and tourist attractions close up in the new year period. Also public transport can get very busy. If you have an option like skiing over that period, I would do it.
but you may want to experience the midnight visits to temple to bring in the new years. So up to you really what you'd prefer.
