If you are not at home they will leave a non-delivery notice and you can ask for redelivery or go get it at the post office at your convenience.

Yes, he should be able to. He can take deliver of the card if it is sent via postal to your home address. All he need to do is sign/hanko for delivery acceptance.

Not sure that works for something as important as a bank card; when I receive my credit card I need to show ID to show it's me.

I had no problem with all bankcard/creditcard, was received by either wife or MIL while I'm not around. But then again depend on situation. Mine was OK. So it is possible.

I believe yes it should be possible (generally speaking), I have received my husband's credit card on his behalf when he was not in.
That is, unless the postal bank uses a system for receiving postal item with a pre-registered ID required. I believe it happened once with one certain credit card company, who was extra strict about security. They required the applicants to register an ID number (like a driver's license number) as part of my credit card application, and I needed to present the actual ID when the mailman came to deliver the physical card.
So I would say it depends on the card issuer's policy.

if it is regular 簡易書留, your husband can receive it. if it is 本人限定受取郵便物, he can't receive it.
