Yes, so, mostly overed.

If you have Japan Rail Pass or JR East Pass,

you should to go northern pref "Iwate", Hiraizumi town, Morioka city
or Hachinohe city in Aomori pref southern city by Tohoku Shinkansen.

Most famous spot "Kitakami Tenshochi" in Kitakami city also blooming starts but seems a bit earlyer.

If you can rent a car, Hiraizumi or Kawatabi Onsen(near Naruko Onsen in Miyagi) are not so far.

If you do not have any rail pass and can not rent a car,
you should go Yamadera in Yamagata pref
by regular train about 60 min (by Rapid, JR Senzan line) from Sendai station.

Most famous spot in Yamagata city "Yamagata castle" already starts falling.

Although still enough amounts, but flowers are starting to float on the moat a lot.
Also you can go to Hiraizumi and Kawatabi Onsen by taking regular trains.
Use HyperDia, although Google Maps is very convenient
but it can not select "without Shinkansen" as search setting.

When I was in Tokyo two weeks ago, most of the cherry blossoms had gone from Yoyogi and Ueno parks, but we saw still lots of fresh blossoms in Hachikokuyama park around Seibu-en station not too far away.

Anyway, maybe there are some locations around Sendai where the blossoms flower a bit later than the main locations?

Right now it's yae-zakura time in Nagano Prefecture. Yae-zakura are the late blooming, double cherry blossoms that are very gorgeous. There are lots of interesting hues of yae-zakura, including special varieties with yellow blossoms (ukon), green blossoms (gyoiko), and so on.

My suggestion: Go to central Honshu (eg: Nagano Prefecture) and look for a park with lots of yae-zakura.

Yesterday I was based in Sendai and I took my group to Kitakami - excellent blossom (about an hour north - 140km). I know one of my usual spots was done as I was in Sendai a week ago and Ogawara was past its best.
Tomorrow, Hirosaki Castle Park -should be good based on the trees I see around Aomori.

Kitakami - excellent blossom

I did four places Kitakami, Morioka, Kakunodate and Hirosaki 2 years ago within 3 days, and they were at their peak at that time. If Kitakami is currently in " excellent blossom", those other three places mentioned above would really be worth consideration.
