Who know how I can go to Rausu city from Nakashibetsu Airport? Is there a bus route or anything else?

I guess you are flying from Haneda.

According to Nemuro bus timetable

The bus departs at 14:15 (maybe delayed if the flight is delayed) and arrives at Nakashibetsu bus terminal at 14:24. Then transfer to Akan bus.

The bus departs at 15:45 and arrives Rausu at 17:15. There might be several bus stops in Rausu, so you may need to ask the driver. There might be seasonal special bus in the winter season, but at this time it is not announced yet.

I fly from Chitose Airport in September.

Another question, are there 2 sightseeing cruise company in Rausu? I find one is Goziraiwa Sightseeing and the other is Nature Criuse. Is that right?

According to Nakashibetu Airport website, flight from Chitose will land at 8:55, 13:00 and 17:20. The bus will depart 9:05, 13:10 and 17:35. Then you can catch the bus from Nakashibetsu bus terminal to Rausu will depart at 9:30, 12:05 and 18:20 and you will reach Rausu at 11:00, 13:35 and 19:50.

Sorry, I am not familiar with Rausu, so my knowledge is just from Google :). There seems to be three cruise company:
