Re-applying for a student visa

My friend used to have a student visa when he got here in Japan. Unfortunately, he didft finish his school year, due to some circumtances. and try to change his student visa to working visa, but still denied. Cof z he need to finish a Vocational Course or University school here in Japan so he want to study again. Can he still re-apply for a student visa to continue, or start all over again in his study here in japan? Hope that you can help us in this issue, Any reply will be highly appreciated, Thank you so much.

Where is your "friend" now? If in Japan, on what status and when does it expire?

He is still in japan and now having the 30 days departure stamp.

That means the status he.had at the time he submitted the change of status application is now expired and he no longer has a valid status (but was granted 30 days to prepare his departure). Since he does not currently have any status, he can't submit another change of status application; he must leave and it's back to square one.
