I would like to seek advice on the optimal route to get to Shirahige Fall/Blue Pond from Sapporo in December as I do not own a car licence.

I think it is incomvenient too. I check out Japanese travelling site. That says To Shirahige Fall Sapporo to JR Beei Station and bus: 30 minutes(I am not sure how often that bus comes to the station. I feel it is few.) Or a car 20 minutes (I am not sure there are taxies enough and how much it is.) https://www.jalan.net/kankou/spt_01459ab2040006313/
