Do you mean Nagano City or Nagano Prefecture?

If it's Nagano City - the answer is maybe.

If it's Nagano Prefecture - then the answer is YES!

There are multiple ski resorts above Nagano that will definitely have snow, even if the city itself does not.

There are two types of snow; new snow and old snow. Snow height should increase with a supply of fresh snow. If the supply stopped, or the supply becomes less than the melting snow, snow height should decrease. Because of this, visiting a ski resort is better in the increasing phase of the snow height.

If I look into Happo-One ski resort in the north-western Nagano prefecture, the first ranked sky resorts in Nagano prefecture when I searched with the number of resort reviews, the snow height in the 17/18 season has a peak around late February. In the 16/17 season, the peak is around early March. So, visiting the ski resort in February
would be promising.
