Travel my Hokkaido itinerary without a car?

Hello everyone and thank you in advance for those who will post their answers. I plan to travel to Hokkaido next year for the summer, particularly on the dates July 13 - July 24 and I would love to follow this itinerary by Japan guide with a few edits like adding Cape Shakotan and skipping Lake Shiretoko and Asahikawa: https://www.japan-guide.com/e/e2400_hokkaido_summer.htmlBut driving isn't an option and I can't speak Japanese. Kushiro, for example, has limited transportation options and the tour buses are completely in Japanese so I'm not sure if I can get around there. I plan to get a JR Pass but is my planned itinerary really impossible? Any suggestions are welcome
