Narita Airport [NRT] is actually outside Tokyo.

Have you considered
whether you can fly into Tokyo Haneda [HND]
and whether you can fly out from Kansai [KIX]?

we'll be purchasing the 14 JR Pass.

That is not recommendable.

For your itinerary as is planned now,
a 14-day Japan Rail Pass can never pay off.
Even when you visit also Hiroshima City and Miyajima Island,
the combination of JR regular tickets and JR-West Kansai-Hiroshima Area pass
should result in a lower cost.

You now plan to travel for 15 calendar days (22 April -- 6 May)
from Kanto to Chubu and Kansai and back;
to make the 14-day JRP cover the inter-regional JR legs,
you need to cut one day.

18th flight to Tokyo NRT
19th - 22nd - IBIS Tokyo Shinjuku

When (Japan Standard Time) in which day (the 18th or the 19th of April)
is your arrival scheduled?

This Shinjuku hotel is a little away from Shinjuku Station of JR.
You might hope to take a taxi from near the New South Gate.
When a taxi goes smoothly, the fare is estimated at less than 600 yen.

Hi!

I think the 18th is sort of pushing it for blossoms unless they are very late. This year was early, but not unheard of, I want to say '09 or '08 was similarly early in Tokyo, but average peak for Tokyo is more like April 8-10.

With Tokyo Disney, which park is better partially depends on if you've been to the US parks. Disneyland proper has many of the same rides as Magic Kingdom and Disneyland (in particular Disneyland) though I think they are getting a new Beauty+the Beast land. Disney Sea is hugely popular for dates and has more attractions unique to Japan but fewer attractions over all. Many of the Little Mermaid attractions are themed to young children, though adults can enjoy them. The show is quite good and different from in the US.

One idea if you want to hit up both parks is figure out which park you want to go to that has more e-ticket rides and then pick the other one to enter with twilight tickets on another day.

Good luck!
