There are multiple ticket offices in Kyoto station. You can view the map on the JR West website.

Google search results may include descriptions regarding a JR-Central ticket office. In the station map on the JR-West website, the two JR companies are not distinguished. What is your purpose to visit a JR ticket office? : JR-West passes are not handled at JR-Central ticket offices. : Japan Rail Passes are not available at all ticket offices. JR-West manages the non-Shinkansen zone of Kyoto Station. Its ticket office near the West Gate is recommendable. https://www.westjr.co.jp/global/en/timetable/pdf/station_kyoto.pdfThe Shinkansen zone of the Kyoto Station (around the north end of the building) is managed by JR-Central.
