Is MEXT hold every year? I'm from Romania but the embassy site of Japan in my country talks only about 2017 session. I've tried to email them but I didn't receive any answer.

Hi,
From what I know MEXT has 2 branches
1. Embassy recommendation
2. University recommendation
If your embassy is not-responsive for the first method try the other. It's easy since you will be able to get in touch with a Professor whose research areas match with yours.
MEXT is given for students each year but depends on the subject area and the quota allocated for the country. In my field the many entered in 2015 as MEXT students so it was only 2 people who got MEXT in 2016 for the same university.
The policy of entering as a MEXT student to a University varies according to each University and Department so you better check out with your intended University.
Stipend is usually fixed for all applicants.
