"Cheapest" and "quickest" are at odds with each other.

It also can depend on where you are starting in Osaka and where you are trying to get to in Kyoto.

Both the Hankyu line and the Keihan line if you are near one of their big stations can be quite fast getting to Kyoto, particularly if your goal is someplace in Kyoto near one of their stations. Even with a JR pass, I've taking the Keihan from Yodoyabashi Station to Gion-Shijo Station because it took 50 minutes and was only 410 yen.

Between what places would you exactly travel?
"Oaska" | "Kyoto" is a name of a station, the city where the station is, and the prefecture where the city is.

The JR fare to go from Osaka Station to Kyoto Station is 560 yen.
You can take a Special Rapid train,
which connects the two stations in around 30 minutes,
and that seems to be the quickest way.
