It is stated in Japan-guide.com that there are two versions of travel pass allowing tourists to travel from Osaka to the Alpine Route and both are valid for 8 consecutive days, but I could not find them the rail passes section. I googled it and only found a 2015 version. Can anybody please let me know if these passes are still avIlable and if they are where to locate them? Thank you.

As far as I know there is no restriction as for the nationality or the VISA status. Google translate of the above link. https://www.westjr.co.jp/press/article/2018/03/page_12021.html# You can buy the ticket at major JR West station such as Osaka, Shin-Osaka and Kyoto. This ticket is 立山黒部アルペンきっぷ so just show the print-out of the PDF below. https://www.westjr.co.jp/press/article/items/180309_00_arupen.pdfYou must specify your starting point and the train route. Via Hokuriku line for both direction is cheaper while one way via Hokuriku line and the other way via Shinkansen and Chuo line (Shinkansen to or from Nagoya) is more expensive. Note that the "pass" section is only the Alpine route between Dentetsu Toyama and Omachi. JR parts are not the pass and you can travel only one direction.
