Route to Takkabotchi Yama open in December?

I am going to visit around Suwa lake on 15-16 December, I wonder that can I go up to Takkabotchi Yama before dawn for taking photograph of Suwa lake and city.
Because I found some said that the route to Takkabotchi Yama will be closed during December to May.

Road to Takabotchi (高ボッチ）yama is a municipal road of Shiojiri city. The construction division of Shiojiri city announces whether it is open or not. Last year it was closed on 25th December, but the division decides when to close according to the road condition every year. http://www.city.shiojiri.lg.jp/kurashi/dorokotsu/shidou_tsukou.htmlYou can call them (0263-52-0280) whether it is open, but it is too early to predict. Even if they close it, they sometimes re-open it if the road condition became fine. Call them or see their website when you go there.
