Takayama during New Year's Holiday

I will travel to Takayama on 28-30 Dec 2018 and I heard that most of the business were closed. Will it be difficult to find opened restaurants and will the main tourist spots be closed as well? Thank you

Most places will be open Friday/Saturday, but some might close on Sunday, Monday, Tuesday - depends on the place and what people chose to do over New Year (and your dates are before New Year). As the central area is a tourist centre there will be some places open - you should check the opening hours of things like the float museum directly if you are worried.
