Visiting Tsukiji Fish Market in November 2018/9/30 02:43

I heard about the Tsukiji Fish Market will be moving in Mid Oct., is it true ? As I plan to visit the Tokyo Fish Market in November. If it is still opened, how can I go from Shinjuku to the market ? I just want to see the inner & outer market but not the tuna auction. Can I use 2 or 3 hours to complete the visit ?

The inner market will be closed, but the outer market will still be there. The wholesale market will have moved to Toyosu:

Even the inner market has been inaccessible for tourists during its operating hours. Previously excluded until after 10 am when it is basically finished for the day. Back in June they made it no tourists until after 11 am - nothing happening then.
