yes, you can usually use Icoca card, you just can NOT return the card and receive the money that is in it if you leave Japan for Tokyo, the return (money) can only be made in the Kansai region

I know they work all over Japan, but It was not clear to me where you could refill an ICOCA card in Tokyo. Most of the machines only said Pasmo or Suica, and then in larger stations there were machines that said both. I never saw any ICOCA refill stations in Tokyo, though.

You can "refill" an Icoca at machines of all companies that accept it, even if the machine only says Suica or Pasmo.

Recharge at train stations or combinis all over Japan (and other places - like on a bus).

I use Icoca also in Tokyo area.
I can refill the money at Conbini and any station in Tokyo area.

I have not felt any difference between Icoca and Suica but one.

I got on the JR Tokaido line and select the green car seat.
In the green car other people touched the Suica on the payment sign,
but I couldn't do the same treatment by Icoca.
It is the only case I could not substitute Suica by Icoca.
