It seems to indicate the peak. But the dates are absurd! Maebashi on December 11?!?!?
In my 10+ years of observing the autumn colors across Japan, I have never seen Kyoto peak in December. It was almost always between November 20 and 30. By early December, the season is usually on a steep decline.
I would be very wary about the dates on that website.

Given the map indicating between 15 and 30th Nov, and other nearby locations the 8th December looks like an error. Even if it is later than average (which I would have placed in the 20th to 30th based on prior years experience and advice from my friends that live in Kyoto), pushing it out that far doesn't look right. Also, some varieties of Japanese maple change earlier so even if it was absurdly late, you could head to somewhere Kodaiji for the autumn illumination and colour (they have early varieties).

Japanese equivalent of the Meteorological Office in the UK is Japan Meteorological Agency (JMA). https://www.jma.go.jp/jma/indexe.htmlNihon Kishou is a company which is doing weather forecast of their own. JMA seems not to do autumn foliage forecast, but Japan Weather Association (Nihon Kishou Kyoukai, JWA) does.
