Are these trips covered by Tokyo Wide Pass?
Trip 1:
Karuizawa to Ashikaga Flower Park
Train: Shinkansen Asama
Transfer: Takasaki Train: JR Ryomo Line for Oyama
Trip 2:
Ashikaga Flower Park to Tobu-Nikko train station
Train: JR Ryomo Line for Oyama
Transfer station: Tochigi Train: Tobu Nikko Line Local for TOBU-NIKKO

Actually, I think it is covered. https://www.jreast.co.jp/e/tokyowidepass/The following limited express trains that directly run between the JR East lines and Tobu Railway lines: the Nikko, the SPACIA Nikko, the Kinugawa, and the SPACIA Kinugawa. Also, the local trains (including rapid trains) between Shimo-imaichi and Tobu-nikko/Kinugawa-onsen Stations.

Actually, I think it is covered.
Then you should more carefully read the text you have provided yourself; it says that Tobu local trains are covered between Shimo-Imaich and Tobu-Nikko, not between Tochigi and Shimo-Imaichi.

It shows on that webpage in gray the train between Kurihashi and Tobu-Niko as covered. Since things which are not covered are not shown (like the Tokaido shinkansen or the Yurikamome line or the Keisi.)
I suspect the answer is a bit more complicated than just yes or no. According to what I quoted, the Nikko *IS* covered and there is a Nikko at 8:47 am between Tochigi and Tobu-Nikko. There are covered trains. Just not every train will necessarily be covered.

I said just above that yes, the express trains fom Shinjuku are covered, but OP asked about local trains, and those ar only covered between Shimo-Imaichi and Tobu-Nikko/Kinugawa-Onsen. This is very clearly stated on the website.
