Is Tateyama Kurobe Alpine Route paritialy open before April 15? if so, which part of the route open?

The section Tateyama Station -- Midagahara
will be open from April 10,
according to announcement in Japanese on the website.
(Its counterpart in English is not found.)
The rest will be closed until April 14.
