The Wife and I are basing ourselves near Maihama on the Keiyo Line when we visit in October.

What is the best Tokyo Subway Discount Ticket that includes the Keiyo Line?

Too early.

Sales tax will rise to 10% from 8% in this Oct, so it is waste thinking now.

There really isn't one, unless you are making enough long trips to warrant the full JR national or regional passes. Kieyo Line is JR owned, which is not included on the subway passes, and Maihama is outside of Tokyo anyway. I would just pick up a Suica card preloaded with 2000-3000y and use that for travel. You can then just tap on and tap out at subway gates. It's only going to deduct about 200-400y to get just about anywhere in Tokyo from Maihama. So it's still very affordable without a pass.

Getting value out of passes within Tokyo is difficult unless you are doing a lot of trains. Also note that the passes do not cover the different companies very well, the two subway companies, JR and a dozen other companies operate in Tokyo - to get around you should use a mix of lines/companies to efficiency, rather than to save a few yen but taking longer.
