What do you guys think , will 2020 Olympics have a good impact on visas for students or a negative impact?

No effects. Olympics has nothing to do with students visas.

Last time during the 2008 Olympics in Beijing, I have difficulties getting a student visa there but finally got one through a dragged process. But that was my first time going to study in China. I reckon it wasn't the case for those who were just extending their visa (not applying for the first time).
That was then, and not in Japan.

Olympics and study visa are not connected with each other.
During Olympics they are asking for volunteers but this has not thing to do with visa for students

Japan is getting a bit more forceful with safety, but this is normal when there is a big event in a country such as the olympics and world cup. That's the only difference I might see - specifically in you come from a country which already has difficulty getting visas...
Apart from that - I agree that they are not linked to the olympics.
