Fuji Excursion ticket reservation

May I enquire if we do not have JR Pass (either JR East or Tokyo Wide Pass), can we still reserve seats on Fuji Excursion train between Shinjuku and Kawaguchiko?
If so, can the reservation be done online (if so, at which website?), or must it be done physically at any JR station in Tokyo? Many thanks for all the guidance.
