I work as an ALT in Shizuoka prefecture. I work for under 40 hours a week (so I'm on Kokumin Hoken, not Shakai). Last year (1st year of work), I paid about 1500yen per month for insurance. My insurance slips just arrived for this year (2nd year of work), and I'll have to pay 14,500yen each month. My monthly salary last year was 220,000yen a month.

Is this price normal for my salary?

It's not an unusual jump. Your monthly charge is based on your previous year's income. Your first year had no previous year, so it is quite low. If you stay for a 3rd year, don't be surprised if it jumps up again to over 30,000 yen per month.

As explain by Ken above.
1st year everything is low as your calculation based on 'no income previous year'.
Using above link calculation, you can roughly see/estimate your taxes and stuff.
