Hello,
I have a Student Visa of one year and three months. My accomodation period at the Univesity's dorm starts on the 24th of September. If I go now to Japan (leaving after 20 days and then re-entering to move in) and get a Zairyu Card, can I write the dorm's address even though I will stay for 21 days at an air bnb and the dorm is closed in that period?
And can I register at the national health insurance at another time? Thanks

Technically no, practically you could. However, when you get mail to an address that you are not at, that could pose problems.
Just get the card with the address you are living. When you move to the dorm, change your address - it's a simple procedure, especially if in the same city.
