Transfer at Omiya station

Hi,

I come to Omiya station by train from Echigo-Yuzawa station and transfer to Shin-Hakodate-Hokuto Shinkansen. is it the same platform? If it is in the different platforms, is it easy to transfer the platform?

So, if arr No.15 then dep No.16 is same island,
but mostly not (arr No.13 or 14, dep No.17), you have to down to 2F and up to 3F,
