We want to take the train from Kobe to Izukyu-Shimoda on Tuesday 22 October. Are there any restrictions in Shimoda because of Typhoon No. 19? Thank you in advance for your answers, Christian

All buses and trains are running (except for the minor bus line north of Shimoda between Kawazu and Hacchoike).
