What is political stay? Refugees ? Diplomats? What is the status on their visa? Because there is no "policital stay visa"

Opening your own restaurant - sounds like you are going down the business/manager visa route.
As for your children, "dependents" when this was discussed on this forum back in June there was not a conclusive answer - you would need to consult a lawyer or immigration if they are eligible. Otherwise, they would need a visa in their own right.

If you have 5,000,000 yen in capital. Then yes a business managers visa could be a fit for you.

Plus you'll still need to buy or rent a premises and outfit it and have at least one Japanese worker.

As mentioned, there is no existent of political stay visa.
Your intention seems to come to Japan to open a business, which is more than only applying a correct visa. When you start your visa you need to have an investment and you need to have a plan. Also you need to hire a Japanese employee.

Please revise statement what you want because currently it is not matching.

In this case it would be recommended to talk with immigration and see the possibilities for your request
