i have a friend who got religious activities visa frm Japan .. He likes to work inside the US Military Base as a Chaplian... is that legal and valid? thanks

ChaplaIn is a military job. Unless this person is in the military, which it seems is not, then they cannot be a chaplain. Might there be a civilian church there? Probably not. Look outside the base for a civilian church.
