You need to be on the maximum allowed time for your residence status in order to apply for PR, which for a spousal visa is either 3 years OR 5 years. As long as you have been given a longer renewal, you can apply within that time period for PR. I received PR this past year, and applied in 2018 on a 3 year spousal visa with no issues.

You must be married for more than 3years and then if you have 3 years visa, then you can apply PR. But now a days, immigration check the stability of marriage and give 1+1+1+1+1+3 years pattern.
