My mom send me a package from Hongkong but she forgot to write my postal code here in Gifu ken Minokamo shi. Can they deliver my package here without my postal code?

If the rest of the address is correctly written, I'd say yes.

Obviously your mother has the tracking number, so you can trace the package. If it has the address (town/prefecture) correct, it should get delivered. Otherwise it would be returned.
