I am a foreigner working in Japan and my husband is working abroad. I would like to ask in the case we have a baby and if we decide to send the baby to nursery school. How is the school be calculated. Would it be based on just my income in Japan or would my husband have to submit his income from abroad

You can ask that question to your nearest city hall or directly to a nursery. Language assistance is often provided through the city hall if you ask in advance.
