After PMDA approval.
As far as I know, none of the vaccine candidates have yet been submitted by Pfizer/BioNTech, Moderna or AZ for marketing authorization to the PMDA.

In a few months. Japan is not known to be quick in approving new vaccines. To the opposite.

Pfizer has submitted the application to get marketing authorization for the Pfizer/BioNTech vaccine to the Ministry of Health on December 18th. So now the PMDA is evaluating. I haven't seen yet the announcement by when the PMDA will to provide their final verdict.
Japanese government has also already ordered dose for 60 million people. It will obviously take some time to produce and deliver those after the approval.
