Do you think it is available to the foreigners? If i have National health insurance, can i get this vaccine free of charge?

As far as I know, if you are resident of Japan, yes. (But it will take a bit more time until it will become available to the general public.)

It is not available to anyone yet. No vaccine has been approved. But there is really no reason to believe they will be withheld from foreign residents once they become available.

According to the government, those who can get vaccinated are "citizens" and it's free.

But according to this article, they are thinking of making medical questionnaires in some languages besides Japanese. So, foreigners should be included.

There was a fairly comprehensive article in the Japan Times today. For regular residents, the programme might start in July.
