What is Held by Custom in Tokyo Japan means?

I have a package arrived just today and it says held by customs. Is there any possibilities it will be cleared by the Tokyo Customs? Coz it's a gift so does my receiver will pay the tax just incase?

gHeld by customsh simply means it is being processed through customs. It will clear customs soon.
Whether they impose any taxes/import duty on it depends on the contents, value, etc. But if declared as a ggift,h (unless the value is very high) they are unlikely to impose any duty. The most Ifve gotten is the percentage equivalent to consumption taxes in Japan.
