I recently got a red parking ticket because of illegal bicycle parking in Osaka (parked in a parking place where bicycle without sticker aren't supposed to park) is this a warning or a fine?

Cannot tell without seeing the ticket - getting a real ticket from the police or getting a warning card from the parking facility administrator would mean different things.

I agree with AK, but at the same time, if you were "parked in a parking place where bicycle without sticker aren't supposed to park", then doesn't that mean that you weren't paying the parking fee you were supposed to pay? In that case, you should contact the parking lot right away to pay your fee. You can ask the people there about what the ticket specifically means.

Whatever the case, please don't ruin the good reputation that non-Japanese residents have been working so hard to keep.
