Local debit or credit card for tourist

Do you know if I can get a local Debit or Credit card as a tourist ? I like to do some online shopping but many Japanese sites don't take foreign cards.

Credit card: absolutely no. It�fs even complicated for foreign residents to get one.

Debit card: I think you need a bank account to get a debit card. And you can�ft get a bank account without being a resident.

Maybe you can sign up for something like PAYPAY if that works in the sites where you want to shop. There you prepay money from a ATM so MAYBE that could work.

You cannot get either as you won't have a resident card.

Thanks. Also, you can't download many Japanese apps, including Paypay, unless you are in Japan and require a Japanese account and cell phone number before processing the apps.
