Is there cosplayers at Osaka or Kyoto? Would like to know where we can see them in both cities coz my kid is also an avid cosplayer.

If you attend a cosplay event, you can see it.
Even if you don't cosplay, you can participate in photo shoots.

Cosplayers in Japan don't really "emerge," in the sense that you won't usually see people just cosplaying in large numbers in public if there's not some sort of organized cosplay event going on. Even when there are organized cosplay events, like in Tokyo's Ikebukuro neighborhood on Halloween weekend, most cosplayers arrive in normal street clothes, change into their costumes at the venue, and change back into their street clothes before going home.

By "Sundays at Harajuku," I'm guessing you mean people dressing in gothic lolita or other elaborate fashion styles? Those people aren't cosplayers. While gothic lolita style does borrow some fashion cues from anime character designs, and vice-versa, the people you'll see in Harajuku aren't dressing like any particular anime character. Those are simply fashions that they like.

Really, the only specific place I can think of in Japan where cosplayers might "emerge" is in Tokyo, on the large pedestrian bridge between Tokyo Teleport Station and the Tokyo Big Sight convention center. Big Sight hosts a lot of anime-related events, and the pedestrian bridge usually isn't so crowded and has nice panoramic views, so several years ago I'd sometimes see cosplayers there taking photos, but I'm not sure if that's still the case.

Aside from that, all I can think of is that sometimes I'll see cosplayers taking in-costume photos at Japanese gardens, parks, and historical buildings if it fits with the character they're dressed as (like someone dressed as a medieval knight character in a forest park, or a samurai character at a historical building). Cosplayers at these places aren't common or numerous enough that you could necessarily expect to see them there, though.

There was (prior to COVID)a cosplay event held every year in March in Osaka, Den Den Town, called the Nipponbashi Festival.
