New snow in mid April is unlikely - but not impossible - even in the higher elevations. There will still be lots of snow in higher places like Hakkoda/Sukayu, but the major roads can be expected to be snow-free. Nevertheless, if you do visit the higher elevations, it may be better just in case to get snow tires, although it will likely be okay without.

https://www.data.jma.go.jp/stats/etrn/view/nml_sfc_d.php?prec_no=31&bl...This is the average weather in Aomori city. Sukayu is 900 m sea level, so it should be 6-7C lower than Aomori city. It can be under 0C before dawn, but it will be warmer around 5-10C at noon. In case of extraordinary snow fall, you may better prepare a plan B. I will do Hachimantai Aspite line snow wall on 22nd April. I know it sometimes closes due to bad weather so in that case I would skip it. If it snows, I don't want to drive even I have snow tires.
