First Visit to Okinawa (Non-driving)

Good evening, all. I'm a Japan resident of some standing and will be traveling to Okinawa in January with a friend who's also a resident. We'll have 4-5 days. Both of us are active - hiking and biking are definitely options. Both love history and have a special interest in absorbing as much of the Ryuku and general local culture as possible, as one of the main draws in going to Okinawa is its distinction from what we see in the rest of Japan.
Would love any suggestions as to how to get the most out of that time. I've perused the usual sources (including Japan Guide of course) but there's no substitute for personal experience. I'm well aware that not having a car is less than ideal but there's simply no option for this trip - which makes getting the most out of the experience even more critical. I know there are various passes which cover most or all buses on the main island and while neither of us are much into organized tours, given the transportation difficulties one or two day tours out of Naha might be an option.
Thanks in advance for your help!

Okinawa is certainly quite different from other parts of Japan. Okinawa's temperatures are higher than the rest of Japan, but January temperatures are about the same as spring in Tokyo. I went last November, and the weather was generally nice. I took a glass-bottom boat ride at Ojima (highly recommended), and the captain said that February is when the water is clearest, so January might also be a good time. We rented a car, but it's also possible to tour by bus. From what I've researched, it seems like you can easily get from Naha Bus Center to Ojima, from Ojima to Gyokusendo Cave, and back to Naha Bus Center. Regular sightseeing buses are a great way to efficiently visit many tourist spots. For example, https://hiphopbus-jumbotours-co-jp.translate.goog/course/a-course20251...This bus will take you to Churaumi Aquarium, Cape Manza, Kouri Island, Nago Pineapple Park, and Okashi Goten (though the latter two are a bit tricky). Regular IC cards (such as SUICA and ICOCA) are not accepted in Okinawa. The bus network is quite extensive, and once you know how to use it, it's quite convenient (though you can't access the northern part of the main island or remote islands connected by bridges, such as Sesoko Island). As for IC cards, there is a card called OKICA. Of course, you can also pay cash each time you travel. https://info.okica.jp/Bus passes are also available. This pass allows unlimited rides on almost all buses within the prefecture, but does not include scheduled sightseeing buses or express buses. https://www.okinawapass.com/en/place-and-method-of-purchase/Make a list of the places you want to visit and consider whether you can get there and whether it's a good deal.

Thanks very much for that. If you were to recommend one island (presumably one of the Kerama) as a day trip from Naha, which one would it be?

I've never been to the Kerama Islands myself, but recently, many dive shops have opened in Naha, and they seem to offer day trips. Dive tours involve picking up at a meeting point in Naha (such as a hotel), driving to the port, donning a wetsuit, boarding a boat to the diving (snorkeling) spot, diving off the boat, diving (snorkeling), and then returning to the port for a drive. The waters around Okinawa are famous for their crystal clear waters, and instructors from various countries seem to work there. I don't know which shop is best, but a quick online search will reveal a variety of options.
For example,
Snorkeling tour Naha
You'll find a variety of options.
This depends on the weather (windy and cold days aren't ideal), so it's best to choose one that allows you to cancel or postpone (most shops do).

From my experience as a non-driver, what you plan is perfectly doable. One time I used only the monorail and the public buses from Naha, and while time consuming, it was cheap and I could visit the central area, such as Moon beach and Cape Maeda, Nakagusuku castle, etc. I also went for a trip to Zamami Island (Kerama archipelago) by ferry, stayed one night there. Most of the minshuku accommodation is 5 mins walk from the ferry, so no issues, and about 20 mins walk to the beaches. Perhaps it would be also possible to rent a bicycle there, or have somebody from the hotel/pension pick you up. The second time was with a small group, and we arranged a taxi minivan with a local driver, so that's maybe something for you to consider as well. I can recommend Okiryu service ( https://hachiirokotsu.com/), good communication prior to the trip, they help you plan your itinerary and you pay beforehand by card, so no need to worry about extra cost apart from parking fees and toll, which is then paid directly to the driver. Other options, such as paying by the hour, is also possible, I think. You can select English or Japanese speaking driver (cheaper:) A google search reveals more similar companies, which offer cars of various sizes and pre-planned or individual routes. Especially if you plan a trip to the northern part of the main island, this option would save you some time and worries.
