Komyozen ji temple garden open to visit?

I plan to visit the Komyozen ji temple garden to enjoy the fall colors end of November. Is the garden open for visitors, since renovation works are ongoing?

The last time I checked the temple would not open regularly and be closed a lot. The local tourist office said that it would occasionally open, but that there is no known opening calendar.
