OkuNikko in Late January - with Bus

We plan to travel to Oku-Nikko around January 24-27th (still deciding whether it will be 3 days 2 nights or 4 days). Last year we already visited Nikko area, but didn't have time/planned to go to OkuNikko area.
As I am not comfortable driving in the snow, bus is a preferred option for us. I've read in the website and recommendation that the TobuNikko bus has lower frequency in Winter time, but couldn't find the detail.
1. If we have 1 luggage (2 people - I planned to deposit another luggage in Tokyo), would the bus be a viable option?
2. We plan just to travel around the central OkuNikko area - Lake Chuzenji, Kegon waterfall, Akechidaira Ropeway, and Ryuzu Waterfall. The rest of the time would just be leisure walk around the lake. Would the bus make sense for these location, in late January?
