Yes, you can also try to book locally. Except during the peak holiday seasons, you should usually be able to get a reservation on the day itself or one day in advance.

I'll going to Kyoto end of Mar and found out the tour to Katsura Imperial Villa already fully booked out from internet. Is there a way I still able to visit this place?

It is still the same as in 2006. Go in person to the Imperial Houshold Agency in Kyoto and ask for vacancies on any of the next tours this day or next day.
