I'm going to visit Okinawa on the last week of August and I was wondering what to pack besides comfy shoes and summer clothes?
Is their buses running at night from Naha airport to Ginowan or is my best bet a taxi? Also, is their a phone rental service in Naha airport?

Bus number 120 runs directly from the airport to Nago via Ginowan.

My flight is arriving in Okinawa an hour after that. Are taxi's usually outside of the airport waiting for customers or do I have to call for one?

There are taxis readily available outside the airport. I estimate the cost of a taxi ride to Ginowan to be around 3500 Yen.
