Can you hail a taxi on the street in Tokyo? What about near a train or subway station such as Ueno?

Yes, taxi stands are located around most train stations. And you can also hail a taxi on the streets.

Don't forget the door opens and closes automatically for you on taxi's so you don't need to do it yourself:
